Smart Optimal Solutions Program (SOS)
The Smart Optimal Solutions Program (SOS Program), supports eligible LIHEAP participants as they work toward greater household stability and long-term self-sufficiency.
Offered through PVD CAP’s Community Services team, SOS combines personalized coaching, practical education, and goal-based support to help participants manage household expenses, reduce energy costs, and build skills that can support their financial and employment goals.
Referral Required
The SOS Program is run through the PVD CAP Community Services Department and is available to eligible LIHEAP participants through referral from LIHEAP
This program is not open for direct public enrollment.
What to Expect
After receiving a referral through LIHEAP, eligible participants may meet with a PVD CAP team member to discuss their household needs, goals, and available support.
Together, the participant and coach can create a personalized plan, identify useful workshops and resources, and track progress toward agreed-upon goals

Who May Participate?
Referral Required
The SOS Program is available to eligible Rhode Islanders who receive LIHEAP.
Participation begins through the Community Action Agency where the resident applied for LIHEAP. Providence residents interested in SOS should contact PVD CAP to learn about eligibility, referrals, and current program availability.
SOS is not generally open for direct public enrollment. Participants are referred through LIHEAP and connected with PVD CAP’s Community Services team.
