Weatherization
PVD CAP’s Weatherization Program helps eligible households reduce energy costs, improve home comfort, and address health and safety concerns through energy-efficiency improvements. In addition, our team works with residents, contractors, and program partners to assess each home, identify needed improvements, and guide families through the process from start to finish.

Through home assessments and approved improvements, the program helps households lower energy waste, improve comfort, and create safer living environments.

First, PVD CAP’s Weatherization team performs a comprehensive assessment to identify opportunities for energy savings. Then, approved energy-saving measures are installed at no cost to eligible households. As a result, these improvements may help lower utility bills, improve indoor comfort, and support home safety.

How The Process Works
Weatherization is a step-by-step process. Because our team may need to assess different areas of the home, we work to communicate clearly, respect your space, and help you understand what is happening at each stage.
LIHEAP Approval
Residents must first be approved for LIHEAP heating assistance before qualifying for Weatherization.
Home Assessment
A Weatherization team member evaluates the home to identify energy-efficiency needs and possible health or safety concerns.
Work Order
Based on the assessment, a work order is created outlining approved improvements.
Contractor Contact
Approved contractors may contact the household to schedule and complete the work.
Auditor Follow-Up
PVD CAP auditors follow up to review the work and ensure program standards are being met.
Post-Inspection
A final inspection confirms that approved work has been completed properly.
Lead Safe Providence
Helping create safer, healthier homes for Providence families.
In addition to Weatherization, Lead Safe Providence helps eligible Providence property owners reduce lead hazards in homes where children and families may be at risk. Through inspections, repairs, and healthy homes support, the program helps address lead-based paint hazards and improve overall home safety.
Services may include:
- Lead inspections and risk assessments
- Interior and exterior painting
- Window replacement
- Siding and minor repairs
- Lead hazard reduction and cleaning
- Healthy homes education and referrals
Lead Safe Providence is available to qualifying properties located in Providence. Homes built before 1978 and households with young children may receive priority based on program requirements.
Heat Pump Program
Free heating and cooling upgrades for eligible households.
PVD CAP’s Heat Pump Program helps qualifying Providence residents replace inefficient electric resistance heating systems, such as electric baseboards, with high-efficiency heat pumps at no cost.
A heat pump, sometimes called a mini-split, provides both heating and cooling in one energy-efficient system. It can help improve year-round comfort, reduce reliance on electric baseboard heat, and lower household energy use.
You may qualify if:
- You live in Providence
- You are eligible for and approved for LIHEAP
- Your home currently uses electric resistance heat
- You are a Rhode Island Energy electric customer
- Your home meets program and installation requirements
